I think it was a matter of space and future expectations. Being so much smaller, the apex already has a lot crammed in, and a cf slot would have made it that much bigger. CF cards are still used, but SD cards and thumb drives are really taking over the removeable storage arena nowadays, so there was more advantage to putting in usb and sd card slots instead of the bulkier cf slot.
