Okay, a few things first:
1. From Main Menu, do you see an item called "extensions" from
the menu itself? If yes, you don't need to install the package.
2. You have to buy the license in order to unlock Nemeth
Tutorial.
The second statement is a big clue here that something's
different between Apex and mPower: whereas on the mPower and
below, you have to install the package in order to activate the
extension, on the Apex, the package is already there - all you
need is an unlock key. What you might've downloaged might not be
the license file itself - its package itself that you might've
downloaded (and we don't host such hwp files on our server
because of copyright reasons).

Hi.
I have just been online to the braillenote users info page and
downloaded the license file for the nemeth tutorial.
How do I install it?
It doesn't appear in the extention list and it doesn't appear in
the aplications list.
Have I done something wrong?
