When I delete the folder name file it does not seem to change the folder name. It stays the same. I guess that is a good thing but I wonder why it is called a folder name file if when you delete it the folder still has the same name? And renaming the folder name file does not rename the folder.

In essence, these are what give folders there names. You can delete them and from my experience nothing has happened if i did that. Maybe
they automatically create, not sure.
