The apex acts as a wireless braile display and keyboard for the iPhone, using bluetooth. This lets you type in braille, as well as read VoiceOver's speech output in braille, even allowing you to turn speech off and use the iPhone silently or in a crowded area where it is hard to hear. The apex, therefore, can do no more and no less than the iPhone itself, since it (the Apex) is just acting as a terminal for VoiceOver. You cannot use synchronization or activeSync services between the iPhone and apex like you can the apex and a computer.
You can also enable the "hotspot" feature of your iPhone, if it is supported and if you want to pay the extra money. This lets the iPhone act as a wifi router for up to five devices at once, so the apex can go online that way. This is completely separate from the braille terminal functionality, however.
