When you say it "failed," you need to be more explicit: what exactly did you do, and what happened? Did it damage your machine in some way?
There's nothing about either the mPower or the Apex's architecture that would make it any more difficult to downgrade than to upgrade - you're simply installing different software either way, and all your licenses remain intact. I myself downgraded successfully to 9, to test whether web browsing was significantly better - since I didn't find it to be so, I upgraded again. And many people on this list have done it with no issues - I am also pretty sure I recall seeing a reference to downgrading on the Humanware website somewhere, but am not sure.
