Ann,

Gutenberg is an excellent source for books, but it was not necessary that it
be on the top of an alphabetical list.  Careful reading of the list as it
was originally sent will reveal that it is most likely a resource circular
from the Library of Congress's Division for the Blind and Physically
Handicapped.  Those are not normally ranked but alphabetized.
