They specify ASCII translation options, and yes, respectively.

Choose how the BrailleNote will translate any document into ASCII from any 
supported format it uses to store text or translated braille documents.  
When you use the file translation options to export documents out from one 
of the supported formats into ASCII, this set of options determines how 
BrailleNote will do this.

Yes; serial communications, in the case that you choose to export over a 
serial line, are set by options in this menu as well.
