RoadRunner allows for both as well.  They were talking about allowing
for a certain number of hours before charging, but had not implemented a
limit as of yet last time I checked.  But both can be done, as is the
case with EarthLink.

With earthlink you can.  I leave this network up virtually all the time
as I do have a router, and the dsl is connected.  I can go somewhere and
still access my 
dialup just fine.  I can't speak for other providers, but with
earthlink, you pay for the dsl of course, but you're entitled to 20
hours of dialup at no additional 
charge, and you can definitely be connected with both at the same time.
