You would run a cable between the output of your tape deck and the input of your computer's soundcard. Then, using some sort of recording software like Goldwave, Sound Forge, CDEX, etc. you record the output of your tape to a .wav file. Then using the same software you convert it to .mp3 format, or whatever format you'd like.
