Michele, The to field presents itself every time you choose the option to write or forward a message. If you reply to someone's message, you are not presented with the to field as first option, because it's clear that you want to use the same address from where the initial message to you was sent from.
Something else about the greater than signs, they are not only present in html messages, but also in messages to which there has been a reply attached, probably to remind you that the marked one, was the original message; but one can also determine that from the header, that is why i prefer not to have these signs spoken.
