You're saying it didn't work in the onboard manual, right? The one you accessed 
by pressing ENTER with BACKSPACE with H, and not the one you open as documents 
from the KeySoft System Disk because those commands are for the User Guide 
option of the Options Menu.  If you're saying they don't work in the manual 
accessed with BACKSPACE with ENTER with H or SPACE with O, then U, then I have 
no idea why because the PK manual itself states that they can be used (refer to 
section 1.24.1, and you'll see it there).  I don't know whether that's a bug; 
we'd have to hear from other PK users on that.  If that's the case, I suppose 
your best bet is to use the separate documents, and yes, I do agree with you 
that it's tedious to have to move with the thumb keys through a large passage 
to get to where you left off when at the top and when your only option is thumb 
keys.
