Rehab buys equipment for blind people at no cost to the blind people.
If one has an employment goal, and equipment can be justified, then the
state rehab agency buys and buys and buys.

No, Bob, it's not a crackpot theory.  What I'd like to see is a credit
union or a financial program of some kind that would be
non-govermental, possibly nonprofit which would either supply blind
folks with the equipment they need, or would offer low-cost loans so
that people could get their own equipment at a reduced rate.    This
foundation or organization would be endowed so that it would be self
perpetuating.  Frankly, I think that organizations of the blind which
either spend their money on sponsoring mountain climbers or in
internal bickering should quit doing both those things and make a
collaborative, cooperative organization whose sole purpose would be to
furnish people with computer equipment.
