Charles, you probably have compatibility mode turned on. You will be able to get into the block commands menu by pressing enter together with dots 23.
To turn compatibility mode off, which I recommend, otherwise you will not be able to use the block commands menu on the web: >From the main menu go to utilities. One of the options listed there, says something like compatibility or keyboard compatibility mode and you want to turn it off, I cannot recall at present whether you do that by pressing n or o, but it's one of those. If you turn it off, you will be able to access the block command menu with space with b.
