As discussed with you on Skype, and I'm posting this for the list, I'm informed by the Development team that Samba is used for any file sharing in Windows CE and that as I said, it's disabled by default.

Am I to understand that you are using Samba client to access remote
network shares?  I don't believe Microsoft have adopted Samba as their
official client/server for SMB/CIFS (file sharing), but I may yet be shown
to be wrong.  Why not use the built-in Windows CE network client, or can
you not get a hold of it from inside your software using the libraries?
It seems a lot of bloat to include the entire Samba service when you don't
need it ...
