http://msdn.microsoft.com/library/default.asp?url=/library/en-us/debug/base/system_error_codes.asp I promise you though that the definitions won't mean much most of the time. the only thing I can suggest in this case is perhaps the POP server is down for maintenance or that there is no DNS when a DNS server needs to be assigned in your directory of services entry.
