So then, after you do the upgrade, what can or should be done with the card? Can it then be reformatted and used for your own personal storeage?

For all intents and purposes, the card the upgrade arrives on must be the
one used to perform the upgrade.  There are technical aspects to the card
required for the upgrade to install following the procedure outlined by
PulseData, hence the delivery of the upgrade on the card (apart, of
course, from the other issue of Microsoft's licensing requirements).  The
installation process will actually be writing new software into the device
EEPROM, so it is not possible to use any old card - it has to be one whose
hardware is supported natively from early on in the operating system
bootup, before all aspects of device I/O are assumed (it's a bit like
writing new BIOS firmware under DOS into your computer's BIOS, if you have
ever done such a thing).  The filesystem also has to be specifically set
up so that the process can perform byte copying without resorting to full
filesystem support.  It's all rather complicated and hackish, but the
result is that your upgrade card must conform to a certain specification.
