It is sold by Beyond Sight.  Also, if you are a Cingular Wireless customer,
you can get it through them.  I believe that Sendero Group also sells it.

I believe it's sold by Optelec. I don't have their number. Wait! Optelec
sells "Mobile Speak". that program makes your cellphone talk. It costs $300
and if you want them to load it for you, it's an additional $100. 
they can tell you if your phone is compatible.
