Here's the sentence I'm not understanding: "Then, I press ENTER on the list, 
pick the letters, and press ENTER again." Therefore, here are instructions for 
how to use Web-Braille.

The URL is: www.loc.gov/nls/braille.  Type it into the Address Bar of KeyWeb, 
and press ENTER.  You should be presented with the "Enter Network Password" 
dialog box.  Type in your User Name and Password, move to the OK button, and 
press ENTER to activate it.  Shortly after, you should be presented with a page 
whose title is "Web-Braille" (without the quotes).  Press O to move to the 
"Online Catalog" link, and press ENTER to activate it.  By default, you're 
presented with the Quick Search.  You can use whichever search form you wish.  
Put in the required info, activate the Search button by pressing ENTER on it, 
and you will see your results.  Move to the appropriate link for the first 
volume (assuming there is more than one) of the book, press ENTER to activate 
it, and when the book finishes downloading, you'll hear a URL which is 
identical to that which was the title of the link you clicked.  Regardless of 
whether the contents of the book appear on this page, press [SPACE with S], 
[CONTROL with S] to save it, choose a location, and when typing in the file 
name, type a .brf extension (using Computer Braille if using a BT).  For the 
next volume, the quickest thing to do now is to press [ENTER with O], [CONTROL 
with O], and when presented with the Address Bar, press [SPACE with dots 4-6], 
[FUNCTION with RIGHT ARROW] to move to the end of the address which is 
presented to you, the one which contains volume 1 of the book; use [SPACE with 
dot 3], [READ with M or LEFT ARROW] to move back by character past the .brf 
extension to the number 1, press [SPACE with dots 3-6], [CONTROL with COMMA or 
DELETE key] to delete the number 1, and type in a 2.  Press ENTER, and when you 
have reached the page, save it as described above.  Repeat the procedure until 
you have all volumes.  Note that the volume numbers in the address are 01 for 
Volume 1, 02 for Volume 2, etc., so if the book has more than 9 volumes, you 
will have to change both digits of the number.

If you're saying that you are having trouble loading the Web-Braille home page 
or the Quick Search page, I would suggest deleting temporary files and clearing 
cookies before trying again.  To do this, press [ENTER with M], [CONTROL with 
2] for the Internet Options Menu; I can't remember whether these two options 
are found directly within the menu or under the Internet File Management 
submenu of that menu in v4 but they will be in one of those two places.  
Navigate to either "Clear Cookies" or "Delete Temporary Internet Files", press 
ENTER on it, and you will hear the word "cleared" spoken when the process is 
complete, at which point you should re-enter the Internet Options Menu to 
select the other option you didn't initially select.  Clearing cookies and 
deleting temp files every so often will help KeyWeb's performance.  Personally, 
I haven't had any trouble with the loading of Web-Braille pages, and they've 
loaded relatively quickly.
