So where do you pay for WiFi at an airport? Do you have to find a location to 
pay, or do you just ask ahead of time and pay via your credit card?

Well, you are part right.  There are indeed Wi-Fi "hot spots" that you
don't have to pay for, and there are those that you will pay for.  
I visited a small hotel in the thriving metropolis of Spencer Iowa, and
much to my surprise, there was free wireless access.
It was wonderful to take care of my email and web surfing needs with
high speed access and no cables.
However, for example, the Des Moines Airport has Wi-Fi that costs $3.95
per hour.
I recently had to wait for a flight for an unexpectedly long period of
time, and I decided to blow four bucks on wireless  internet access.
Frankly, it was cheaper than getting coffee or coke, and a lot more
entertaining.
In short, unless you call ahead, the only way to know whether you will
have to pay for the use of a wireless hot spot is to try it and see. 
Unfortunately, if there is a way to make money, someone will be making
it.  But you still may find it worth your while on occasion to pay
something if it is a realistic amount.
Last summer I spent time at a hotel, and they wanted to charge $1.25 for
fifteen minutes of access.
You can bet I didn't pay for this service.

Okay--but as I understand it, public places, such as libraries and
cafes, have publically-accessible WiFi networks that you don't have to
pay for so long as you're in their vicinity. Same with airports. Am I
missing something here?

Hello Kimberly.

Most public hotspots are a paid for service to access these hotspots.
You
scan for networks. Your PDA should find the network that you want, once
you
find the network launch your Web browser, and it should open to a page
that
will allow you to enter your information such as your name and payment
information. Once you do this your network should be established,
allowing
you to surf the Web and receive e-mail with a high-speed connection. On
the
other hand, this may be a network where whoever's in charge of the
network
gives you all the information to allow you to access the network.
