Everyone is accountable to someone. My counselor, way back when was the supervisor. However, there is always someone in charge. When you want something bad enough, you have to dig. Lisa is right--take every piece of information you have. He's not the only one working. Have you tried talking to his supervisor? Instead of talking to the same person, which hasn't helped, talk to his supervisor.
