I opened him up, and the plactic piece over the steam boiler water
level sensor was very discolored - like it might have shorted. I
disconnected it, and Brewtus turned on and the steam boiler began to
fill. I reconnected the sensor, and the boiler filled (and stopped
filling) normally.

Everything seems to be fine. Fingers crossed, it's fixed. It seems
like something was making that connection very unhappy.
