Thanks for the advice guys, so I have finished the upgrade, steam power is now way improved!
Used to start at 1.5bar and slowly drop down to .9 bar and then pretty much stay there until water gets added. Now starts at 1.3bar and if anything goes UP, handles water being added very well and can pretty much keep the pressure fixed at 1.3 bar. Also noticed something interesting, when I removed the steam boiler when fitting the new element I noticed that there was a large build up of calcium inside the copper pipe, just before the join to the steam wand. There was no build up at all in the actual boiler as I de-scale reasonably often just inside the copper pipe so I think I am going to have to make sure that the citric acid solution gets into the steam wand for a longer period of time in future.
