Unless your mains pressure fluctuates a lot (or is very high) I wouldn't worry 
about it.  You can use the rotary pump regulator to give you 9 bar or whatever. 
 I have a pressure regulator before my machine but only because I want to 
regulate the pressure for timed pre-infusion.
