It turns out the brew element was just a bit loose. A turn with a 38mm socket did it. It didn't even need to tighten a quarter turn. It was only about an 1/8th of a turn but that fixed the problem. Perhaps once the boiler was hot, the slight leak would just evaporate so it didn't show as a leak. Anyway, that fix was pretty easy.
