In my experience the brew boiler does heat up a bit, possibly via the heat exchanger in the steam boiler, and reaches an equilibrium somewhere around 30-40.

If they're OK with taking the top off (and I assume they are to refill the reservoir, unless you've plumbed it in) they can try resetting the safety thingy which sometimes trips for no apparent reason. It's a small circular thing on the brew boiler (the one nearest the front) with two wires on either side and a red dot in the middle. Have them gently push in the red dot with something like the head of a small nail. If that doesn't work, it'll be up to someone who's comfortable getting in there with a multimeter.
