Hey Ben, it's just a buildup of minerals from not using the water wand. Steam takes off water but not minerals, sonthey get concentrated. The lower flow is because the tubing exiting the boiler to the wand is building sludge or stone--flushing weekly will help but it will eventually stop altogether, and you'll have to remove and clean with a pipe cleaner or acid (or tubing replacement), depending on how bad it is and what it is. Mine was full of what looked like oatmeal goo, and cleaned easily. My recent clog to the brew boiler was stone and took more work and a replaced tube.
To clear the cloudiness for now, just flush completely, reheat, repeat 2-3 times. It should clear up.
