We choose the lowest address for two reasons:
- It's deterministic -- doesn't depend on enslavement order.
- IEEE 802.1d recommends it.

I agree that always doing this blindly is not the best solution.  But I
don't think always doing it your way is an option.

I'm open to suggestions on how to do bridge MAC assignment in a generally
more sensible way.
