30 second is like the default time for the spanning-tree to get from listening to learning and learning to forwarding. This can be avoided by disabling the spanning-tree (sometime dangerous) or by changing the forwarding delay (currently 15 sec in your case) but it only work if you are the root bridge of the switched network.
