When setting IP address add 'arp promiscous' to ifconfig command. For
example:

Ifconfic eth0 0.0.0.0 arp promiscous
Ifconfig eth1 0.0.0.0 arp promiscous
Ifconfig br0 172.16.42.2 arp promiscous
