One can make TAP devices using the tunctl utility from User-mode Linux, although you still need a user-space daemon to actually do anything with it.


The TUN/TAP driver creates a different type of Ethertap device than the original 'ethertap' module, FYI. I usually refer to the interfaces from the TUN/TAP driver as 'TUNs' and 'TAPs' and those from the now obsolete Ethertap module as 'Ethertaps'.
