Hello Andy,

I think, you should use a vanilla kernel from kernel.org.

For my bridging firewall I used the 2.4.21-xfs from SGI
and patched it with "ebtables-brnf-3_vs_2.4.21.diff.gz"
from http://ebtables.sourceforge.net/download.html#latest .
This worked fine for me. 
I applied no other patches to my kernel.

Maybe some of the Debian-Patches cause some errors with this 
patch. Look on the Debian-Website
http://packages.debian.org/unstable/devel/kernel-source-2.4.21.html
in the diff to the vanilla kernel, perhaps you find here the solution
to your problem.
