gov.br plans to increase the income tax [I warned you!] by
removing all discounts due to health and education. I predict
that this will, in a short time, make nobody request a receipt
for those services, which will actually decrease the cost of
medical and eduational services.

Is there any economical model that can predict how much
will be saved? For example, since now gov.br steals about
25% of the physicians, how much will the price of the
medical services decrease if we stop requiring receipts?
