Tawaiin was capitalist for years under a military led ruling system. Hong
Kong was also capitalist and was essentially a dictatorship (ruled by the
Governor, who was appointed by the Queen) until the Brits scrambled to get
some democratic institutions in place before the Chinese takeover.
