Grandfathering applies to any range of new laws/policies/etc, it means that
whatever new standard is being applied is not applied to those already 
effected.  Occurs as standards change in schooling, nursing, as other
examples.  Just today I heard another use of the phrase- that after the civil
war that phrase was used to restrict descendents of slaves from voting if 
their grandfathers had been slaves.
