It is, in fact, unlikely, but by no means impossible. Of course, it's also
unlikely that an individual picking 5 numbers between 0 and 59 could win
millions of dollars in the lottery, but when you consider the number of
people playing the lottery, and the number of lottery drawings, the odds are
that *someone* will win, and, as a matter of fact, people do almost every
week. Similarly, considering the number of recounts in close elections over
the last 200-odd years, it's unsurprising that Gore might get "hit by
lightning" this time.
That's not even considering that elections are not in and of themselves
subject to random chance.
BTW, are you implying that there is, perhaps, something fishy going on in
this recount?
