This assumes that Democrats and Republicans are equally likely to engage in corruption - which may, or may not be, true.

A much more serious problem, in my mind, is the nature of election disputes. The traditional way of resolving disputes is through a recount. If the national popular vote were taken under Florida rules, a recount would be automatic this year. Can you imagine recounting some 100 million ballots!!!

It seems to me that trying to localize out corruption through districting, as the mathematician argued, seems more logical.
