I think it just might take Culture-level technology before it happens.
Until the vast bulk of participants in a society are effectively having
full-time leisure and all their needs and wants catered to there will be
competition for resources. I don't see the Culture as portraying
conscious cooperation more explicitly than merely a lack of feral
competition. The cooperation - working for shared goals - is the kind of
thing we do now working on large projects. And competition still exists,
it's just that the more basic stuff we're more familiar with today has
been eliminated.
