this statement dismisses the 14th Amendment (also known as one of the
"Civil War Amendments") which guaranteed US citizenship to the former
slave. the 14th Amendment was passed by the Radical Republican Congress
after the war was over. it was ratified and became part of the US
Constitution in 1868. now, how the government and society adhered to it, is
a different story.
