It talks about "listening" for ET laser pulses. They will be installing a
telescope to look for laser pulses from space. This just may answer the "The
Great Silence" question.

It also mentions the man who funded the project.

"The OSETI telescope will cost $350,000. Half of it will come from Society
member David Brown, a retired businessman and author from Santa Barbara,
California, who used to be a NASA engineer. 

"The chances of success are small, but I'm a businessman and there's a huge
risk-to-reward ratio," he said. "If we're successful, the payoff is
unfathomable." 
 
This reminds me of D.Brin's essay on massive philantrophic ventures for
eternal fame.
