Actually, high prices do the trick nicely as well...... of course, there is

Either that - or it would encourage people to move *out* of California to

Not only does Western New York have abundant cheap power (that little
Niagara Falls thingy) but we have dirt cheap housing too after decades of
population loss! Plus, the odds of you dying and/or total annihilation of
your assets due to natural disaster in New York: @0. Same odds in
California: >0. Sure, you have to shovel snow - but think of it like
insurance, lots of continuous cost payments, instead of one big payment.)
