Yes.

The Republicans took control of Congress in 1994 for the first time in @50
years.
One of the first things that they did is pass a "Rule", regarding
Congressional business.   This Rule states that no bill may be considered
by Congress that calls for a regulation from which Congress would be
exempted from following.  i.e. any new regulation passed by Congress must
be followed by Congress.

In the past, Congress would pass employment anti-discrimination or
workplace safety laws, and exempt themselves from following these laws.
Amazing, but true.
