well, the reality is that even if the weapon was guaranteed 100% non-lethal,
there is still risk. For example, a police officer stuns a suspect. The
suspect falls and hits his head on a rock, or falls into the path of a car.
There will always be some sort of risk, but as Joshua said, this method is
less likely to be lethal.
