While I don't disagree with the above statement or the deeper motivation
(see another branch of this thread), it bears pointing out that in some
cases you can throw money at a societal problem and solve it in short order
with technology, whereas as social-engineering fix would take much longer or
cost much more.
I don't think this is one of those cases, but they do occasionally crop up.
One that comes to mind is being discussed on the low emission vehicles
thread - to reduce pollution it's going to be easier to make LEVs than stop
Americans from driving.
