Unless the culture wants them to be the same, in which case whoever is 
raising them may attempt to bias them to behave similarly rather than 
differently.

I imagine that on some subtle level, parents of identical twins in our 
culture try to differentiate the twins and reward them for distinctive 
behaviors. Stratos' child-rearing techniques may instead reward the clones 
for acting similarly, which could lead to self-correcting behavior - the 
children would both consciously and unconsciously copy each other to 
minimize differences and be rewarded.
