In this matter, I think all the current players are the
best to judge. What is the lesser of the two evils: continue
the game with an England/Earthclan that can't dedicate the
full attention that his position deserves, or let Earthclan
resign, and wait [maybe a short time, maybe a long time]
until someone becomes the new Terragen leader?

My *personal* opinion is that it's better to let the Earthclan
resign *now*, and then I will just keep postponing the deadline
until someone takes England [this will assure that the 
current Earthclan leader does not suffer the punishment
of "dedication points" - this would make him ineligible to
play in this judge in the future]
