The significance of such an oil field will, in the long run, be negligible. 
But then, politicians (think "George W. Bush") and Big Bu$iness (think "oil 
indu$try") are not known for thinking that far ahead.   :(

IMX, politicians quite often don't think further ahead than till the next 
election, and big bu$ine$$ cares more about this (and perhaps next) 
quarter's results than about what might happen 10 years from now.   :(
