Postman movie question

I am sitting here watching a chopped up version of The Postman on TBS and it
is at the scene where he is on the dam with Tom Petty and he is about to get
into that cable car.

What exactly is that thing? Is that a real device or did the re-writers take
a little artistic license with that?

Just curious.
