Here's my understanding of the situation.  Israeli arabs are
palestinians that accepted citizenship when Israel was formed.  Most
Palestinians refused citizenship, since they expected Israel to be
destroyed very soon...so they went off to the refugee camps in Gaza and
Jordan expecting to be back very soon.  That never happened, but they
can't accept Israeli citizenship without also accepting the legitimacy
of Israel.  Of course, if they did accept citizenship it would be a
demographic disaster for the Jews...but there is no chance of that.

So it is not really race or religion based.  You can be an arab muslim
and be a citizen of Israel.  It's just that most arab muslims wouldn't
want to be citizens, they'd rather destroy Israel.
