They are pursuing missiles they can lob into their neighbouring enemies - Israel,
Taiwan, South Korea, India & Pakistan need defence against the above ballistic
missiles. Americas enemies, many of whom are not even sovereign states, are
unlikely to ever have hemisphere crossing missile capability, but they can all
ship something to Mexico and slip it or ship it over the border from there.
Incidentally, I'd be very surprised if a very large proportion of your drug
imports don't come from SE Asia.
Heroin statistics alone give a good idea...
