Hmmmm....It seems to me that government bureaucrats make decisions that
benefit government bureaucrats.  Are government bureaucrats accountable
though?  Often it is nearly impossible for elected officials to
interfere with civil service employees.  So we hold these elections,
and the officeholders change seats, while the people with the real
power keep on going.  The larger the governmental sector is, the less
accountable it is.  

If public sector decision makers cannot be held accountable for their
decisions, then the rationale for involving the public sector collapses.
